The RCP now has Trump in front by moving GA into his column. Ok fair enough, the Qpac poll there put him ahead. No argument. But why is PA still in Trumps columns?

Per RCP, the "no toss up" states map is based only on their aggregate polling and not their interpretation or gut feeling how the state will go. She is currently leading Trump there in the multi-candidate poll and exactly tied in the head to head polling. So why would that be Trump's state when he is leading in neither?
