He broke the chain of command and undermined the Commander-in-Chief.  US military officers have been court martialed for much less.  Under Article 94 of the Uniform Code of Military Justice, what he did was sedition.  If he actually followed through on his promise to the Chinese commander, it would be high treason.  He should be fired as JCOS chief and put on trial.

He usurped the authority of he commander in Chief and took it upon himself to engage in his own foreign policy with the Chinese.  Then he told his junior officers that they were not to carry out any orders from the Administration without clearing it with him first, and said he considered this an "oath" of loyalty to him.  

 
First, the Chairman of the Joint Chiefs is not even in the chain of command for the Armed Forces.  its strictly an advisory position to advise the President at the pleasure of the President. Yet he inserted himself into the chain of command when he told junior officers not to follow any orders that did not come through him.  He demanded that that they verbally affirm, which he will consider an "oath", that they are loyal to him.  Constitutionally, all of these officers have already taken an oath to follow the chain of command, of which Trump was the Commander-in-Chief.  These actions  are the very definition of Insurrection.  

 
Second, this is how Military generals have been taking over third-world countries for centuries.  They decide they know better than the elected head of state what is good for the country, and they first solicit the loyalty of the armed forces, just like Milley did.  After all, if you are going to take over the government, you need the guys with guns on your side.  That's why you will never hear of the secretary of transportation engineering a coup and removing the elected head of state.   Its always a general, and that's why the framers of the constitution made a civilian the ultimate head of the military.  Anybody that supports what Milley did, whether or not they might think he had good cause, are saying they are okay with a military coup, just like Cuba, Chile, several African counties and others have had in the last century and a half.  We become no better than any other third-world country  with a tin-pot dictator.  The chain of command has always been sacrosanct, and that is what makes the whole US military system work.  Any officer who ignores or circumvents the chain of command is a traitor to our constitution and violates his oath of service.
