In the next debate, and in addition to the lighting system that warns the speaker when his time is about to expire I'd like to see something like the following instituted.

Both sides would, in advance agree on who the moderator would be. Additionally they would agree to use an independant factchecking orginization ala, Factcheck.whatever.

As each candidate speaks, the moderator would use "the factchecker" to determine when a candidate either stretched, or flatout lied about a fact of which they should have known the truth.

When the moderator finds the speaker in violation, that candidate MUST then wear a Pinochio nose mask with a 6 inch schnozola for the duration of his next turn. He would not be allowed to remove the schnozola unless he returned to telling the truth.

We'll have 2 noses as that seems appropriate with these guys. Then when people tune in, it will help them better seperate the bullshit from the icecream.
