He certainly hasn't backed off his promise to get that 2 Trillion dollars currently parked offshore. He hasn't backed of reducing corporate tax rates that are killing this country and killing jobs, and while we are still unclear exactly what comes after Obamacare he hasn't backed off the taxes it imposes, taxes like the additional capital gains tax which pushes the effective long term capital gains tax up to very close to 25% which is a travesty  

He also hasn't backed off of an "infrastructure" bill, or undoing dozens of executive orders signed by Obama on his very first day in office.

I don't expect any POTUS to deliver on 100% of what they promise, actually I seriously hope they don't deliver on it all as I NEVER agree with it all, Hopefully Trump will also back off his promise to build a multi billion dollar wall and his promise to deport 11 million illegals. Or maybe he will be forced to back off his promise to name a Supreme off of his "list", That would be welcome news to you, now wouldn't it? (unlikely as it is to happen)

And of course Trump has lied. On many occasions about many things, but changing one's mind re: Hillary indictment, after having more facts, talking to his family/advisors, for the best of the country, isn't a "lie" in my mind. It's wisdom, class and a message of unification.

And to answer your question, since Obama had a filibuster proof senate and a majority in the house he could have passed ANYTHING on the list, had he so chose, which makes it even worse as presidents very rarely have those kind of margins.
