How about we start with Trump saying he regrets saying there will be a peaceful transition of power. So Pence is waiting for him to become MORE unstable?

That Pence is holding the 25th in his pocket as a way of constraining Trump from doing anything crazy, hoping to pen him in until he leaves office. That may also be Pelosi's purpose.  Let's see if they can actually keep him hemmed in.
