Yahoo is reporting that by cutting the subsidy for co-pays and deductibles, more low income people will get free insurance and it will significantly reduce the cost of higher tier policies. "Trump's attempt to shut off the subsidy for copays and deductibles would cause a different subsidy to jump up, the one for premiums."

So they are trying to limit their losses in next year mid terms.
It won't work, but this is the only reason for the temporary deal.
