Actually, Amazon pays the USPS a negotiated rate that they agreed to. If Amazon left, the USPS operating deficit would be even larger.

Do you believe it's good business practice for the USPS to charge Amazon over a dollar less per package delivery

Why should Amazon get preferential treatment from the USPS while Amazon is in the business of destroying other successful businesses with their enormous size and ability to charge less than competitors, because of their monopolistic tactics and massive power?
When Amazon sends thousands of brick and mortar store competition in America into bankruptcy and closed doors, Amazon will be happy, how about you?

I don't know the current rules, but you need to meet certain criteria to get the lower rates. Things like pre-weighed and pre-paid (to the USPS doesn't have to do that step); pre-sorting by zip (so the USPS doesn't have to do that step); I will guess having your shipments pre-palletized is another requirement these days (so the USPS doesn't have to do that) and maybe even pre-loaded onto semi-trailers to be transferred directly to USPS cabs (so the USPS doesn't have to unload and reload). I would guess that the contracts probably also are linked to a minimum amount of biz that must be met (so the USPS can acquire and allocate resources).

I'm not positive, but I'm pretty sure I have seen small, local USPS trucks delivering packages but they were marked "Operated by Joe's Delivery Service for the USPS." and stuff like that. In other words, the USPS isn't adding real jobs with real benefits (Postal Service Workers are unionized; UPS and FedEx and other drivers are probably unionized - Teamsters?); the USPS is outsourcing local deliveries to small private companies that are probably paying minimum wage to the guys out there delivering USPS packages.

I don't know for sure, but I will guess that the USPS profit on Amazon and other big bulk shippers is higher than on standard first class letters and parcels.

On the bright side, if Amazons monopolies continue unchecked, in the not so distant future, dilapidated Malls close to Amazon distribution centers will be rehabbed into cheap housing for Amazon employees.
The article does say that Amazon (and others) are actually paying less than the actual cost of delivery and that they are, essentially, subsidized by the USPS. I thought that there was a Congressional mandate in the 1980s that the USPS had to be or become self-supporting and adjust (Congressionally approved) postage rates and fees to achieve that. I guess I was wrong!

I have purchased numerous small items from China, items that I couldn't even find from a US source, and only had to pay 50 cents to a few dollars for the items AND I got free shipping. If I then wanted to send the same item to someone else in the US, it would cost me several dollars in USPS shipping + tracking + new envelope (hell -- even just a new, clean, large manila envelope is around 50 cents).

The USPS is an independent agency of the Executive Branch of government, e.g., Trump. Will Trump "executive order" away ePackets or the package delivery subsidies? No. Because he doesn't have the power to do so.

I am not a fan of the Big Box (Walmart, Target, Home Depot, etc.) stores that came in and wiped out local businesses. I am no longer a fan of Amazon that is making things worse. I used to be able to go into any of several local bookstores and they would special order books for me, sometimes reluctantly, and I'd get them 10, 14, 30 ... days later. I confess that I also fell in love with Amazon right away (I guess I'm a charter member
) and started buying my "special order" books from them while buying other books "off the shelf" locally. Almost all of those local book stores are now dead and gone. Sic transit gloria mundi. RIP. I am sorry. ;-(

The end of small retail businesses was predicted around 150 years ago when Sears Roebuck first sent out its mail order catalog. That was the birth of direct marketing. Many small general stores realized that if they handled the shipping and receiving end of things, they could make money.
Amazon is just the natural of that. There is a large segment of small retailers that sell on and delivered through Amazon, but not actually sole by Amazon itself.
This keeps 10s of thousands of people employed. Spanky is too stupid to realize that this makes him look good.
