First of all, in fairness to Dubya, he didn't say it.  The phrase was put up on the aircraft carrier when he appeared to thank the sailors for their role in the war.  More important, it turned out the mission wasn't truly accomplished at all.  Eight years later we're still in Iraq, which teeters on the brink of being a failed state after a trillion of our dollars and thousands of lives.  So, to this extent, you've used the phrase correctly.  You are reveling like a ten-year-old about having accomplished something when, in fact, you haven't accomplished your mission at all.  Unless, that is, your mission was really to have all of us laughing at you.  ROFLMAO!

There were commitments Bush made to Iraq about the timing of the withdrawal and Obama is doing nothning more than sticking to them.  He always said he would do this, so why is it news only to you?  Perhaps because you will bend the truth into a pretzel in order to criticise him.  
Hint:  Never, ever criticise Wily for lying, because it's now clear that you have no familiarity with the truth.
Gitmo is another good example of your willfully drinking the Kool-Ade.  Here's an excerpt from Defense Legislation:
On January 22, 2009, President Obama issued an Executive Order requiring the closure of the Guantanamo detention facility no later than a year from the date of the Order. Although this deadline has not been met, the Administration has stated that it remains committed to closing the facility as expeditiously as possible. Efforts by the executive branch to close the facility have been hampered by a series of congressional enactments limiting executive discretion to transfer or release detainees into the United States, with the most significant limitations being established by the Ike Skelton National Defense Authorization Act for FY2011 (2011 NDAA, P.L. 111-383). Upon signing the act into law, President Obama issued a statement describing his opposition to the legislation’s restrictions on the transfer of Guantanamo detainees, and asserted that his Administration will work with Congress to mitigate their effect. By prohibiting military funds from being used to transfer or release detainees into the United States, or assist in the transfer or release of detainees into the country, the act seems to ensure that the Guantanamo detention facility remains open at least through the 2011 fiscal year, and perhaps for the foreseeable future. Moreover, the measure appears to make military tribunals the only viable forum by which Guantanamo detainees could be tried for criminal offenses, as no civilian court operates within Guantanamo, unless efforts to close the facility are successfully renewed.

So, snowie, Obama signed an executive order two days after begin inaugurated but was then foiled by Congress.  He couldn't veto the bill without endanging funding for the military.  Plus, virtually every mayor in America had said they didn't want trials in their city.  Legal NIMBY.  The Republicans turned it into a political football, just like everything else.
News Flash to all Wingnuts:  The President is not a King and can't just snap his fingers and say, "Make it so!"
