2.5 billion out of the defense budget is a drop in the bucket and it’s reallocation by the then commander in chief trying to defend and secure the nation? That was a good thing.
You assume that "border wall" is the only and best way "to defend and secure the nation." It was controversial from the get-go for numerous reasons. In some places, a wall CAN be the best solution. In other places, monitoring (satellites, drones, etc.) and rapid deployment is the preferred approach. Nobody but Trump and his cult felt that a 40 foot tall, 2000 mile long concrete wall was the way "to defend and secure the nation."

Furthermore, Congress passes the budgets which stipulates how various allocations can and cannot be spent. Trump reallocated military funds for housing, etc., for the border wall and that was subsequently found to be illegal. If you can't get full funding for 2000 miles of concrete, and if you claim to be the world's greatest negotiator, then work with Congress and get them to approve strengthening border security a piece at a time using various technologies.

(Congress allocated military aid for Ukraine to be administered by the DoD and it came with very specific time requirements. Trump placed his cronies into key positions at the DoD and had them hold back the aid while he "negotiated" with Zelensky for "a favor."
