Of the funds. See CDL is coralatating "Infrastructure" in it's simple term of just roads and bridges. I tend to look at it more of a jobs bill. In the broad sense isn't infrastures about building be it the restoring pipes (see Flint Mich) or the electrical power grid (see Texas, but really fuck them)... I think what has CDL all bummed out is the work Infrasture being used. Biden isn't selling this as just "roads and bridges"....there's other elements involved. But let's wait till this thing gets hammered out and see what the...oh gawd, what the republicans counter with.
going into job CREATION, I would not have a problem with this, but Billions are going to states like California to prop up the unfunded pension liabilities of public employee (like teachers) pension funds. That creates NO NEW jobs. They set up these cushy pension plans for public employees during Jerry Brown's FIRST term as governor, but the did not set aside funding for them. On a local level, several cities who did the same thing have already sought Bankruptcy protection and are reorganizing by discharging pension liabilities that they don't have the money to pay. Police and firemen in some cities who already retired are going back to work because their pension plan was gutted in bankruptcy. Its just a matter of time before this happens at the state level with the teachers union, and shoring up the pension fund with federal money just kicks the can down the road. I say cut them off and let them reorganize NOW. It will save the taxpayers billions in the long run.
