Since the leaks involved diplomatic cables and such within the State Department, Madame Secretary Hillary Clinton should be held directly accountable. The management system including the security protocols, to everything that goes on within the Department, is on all on her. It's on Madame Secretary Clinton to ensure confidential correspondences remain confidential. Unless, of course her boss, overrules her.

have noticed that it's not the E-3 who have to worry about in letting out secrets, it's the people at the top of the chain of command. If you order a E-3 to shut up, you bet your ass we will obey the order. It's politicians who let out secrets, and they do it for reason. Again, I make no pretense as to the inner workings of the US State Department. I do not know for example; if Madame Secretary Clinton knew about the security deficiencies in her department but was unable to secure a budget to make upgrades. I don't know.
I never said, Clinton and Obama purposely let out the secrets to "wiki-leaks" , However they did allow it to happened. Again, look at the facts, this is the second major security leak in months. If the government wants to keep documents confidential, they keep it confidential unless they think it was not worth spending the time and money. So why isn't worth the time and money to maximize security. Maybe the government will use this crisis, as an excuse to ask Congress for a budget to upgrade security systems. I don't know.
I do have questions such as: how does the "leaks" of the diplomatic correspondences harm US security? What do these documents say that will harm US Security? There is lot of gossip, from what I gather. Is there anything new, our friends and enemies do not know and were discovered in these "Wiki-leaks" transmissions?
