It seems that contributions to such a fund are not as well tracked as those that are contributed to a campaign fund. So big contributors could have simply shifted where they are sending the money. Also, the avocacy groups (not affiliated with the campaign but supporting the candidate 100%) on both the Republican and Democratic side appear to be flush with cash and are getting more. There seem to be little constraint on such groups.
