and I would like to point out a couple of minor points.

$350,000,000 divided up among every US citizen with a SS card would only amount to a dollar or two apiece,a far cry from a million. You might try check out a remedial math textbook out at your local library.

Secondly, no public funds are being used. Just like with every former POTUS before him, GWB's library is completely funded by PRIVATE donors.

as for only the already RICH being better off, I hate to say it, but I am doing just fine, and I've been broke more times than I can count in my lifetime. Anyone can go broke, or start off poor, but if a dumbfuck like me can make it in this country, so can anyone else.

Rather than carp about how "the game is rigged" wouldn't it do more good to examine your own life decisions a bit more honestly? When countless others have made it in this country, starting with nothing, including several on this very board, your claims of it being impossible to get rich because the game is rigged rings a bit hollow to me. Truth be told it sounds like sour grapes IMO.
