I guess the point is that the notes were from the FBI briefing Obama on Clinton campaign strategy. Said strategy being leveraging Russian interference into connection to the Trump campaign.

I am correct to assume that you propose the Hillary Clinton directed President Obama to investigate Trumps campaign? The note doesn't say that, merely that the Clinton campaign was going to accuse Trump of doing so.  

Now, from what else we know of the Oranges of the Investigation, the Obama administration had many good sources for Russian interference, espionage and electronic intrusions justifying opening such an investigation. Many gallons of ink have been spilled on the subject.
