on his way out the door.  The White House is auctioning off the steel that has been stockpiled at the border at an opening bid of $5 for each 20-ton lot to scrap dealers.  Trucks are moving the steel to scrap yards for auction as I write this.   The fabricated steel cost over 300 times this much for taxpayers to buy.  Now, taxpayers will have to buy it over again to finish the wall.  The Biden administration spent $3,000,000 a month to guard this steel for 4 years.

 
The kicker is that the State of Texas offered to buy it all in situ at half the original purchase price.  (Much of it needs refurbishing before being used for the wall.)  The White House refused the offer.  Another Democrat slap in the face and a hearty "fuck you" to taxpayers.

But Trump said Mexico would pay for the wall, not the U.S. taxpayer. What happened to that promise?

the tariffs covering the expense of the wall.  There was never any intent for Mexico to pay directly to the steel supplier.

You have been misinformed, because there was never mention of tariffs paying for the wall. While we're on it, you don't seem to understand how tariffs work, i.e. it's the importer, the USA company, that pays the tariff, not the exporter, the Mexican company. Either way, it's the American consumer who pays.
