Administrations have been trying to pass immigration reform laws for DECADES.

Currently, immigrants are allowed to enter the US LEGALLY and remain in the US LEGALLY to seek asylum. It can take months to years to get their asylum hearings. If they lose their hearing, they must leave the US. It is my understanding that MOST immigrants are LEGAL immigrants until the system resolves their asylum requests and they (a) remain legal or (b) they then become ILLEGAL immigrants if they stay past the time allowed for them to leave.

Prior to WWII or maybe the 1950s, there were no government programs to assist immigrants. They sought assistance (temporary lodging, food, etc.) from charitable organizations or individuals, all with different degrees of success. Job and other opportunities were much different back (e.g., manual labor).

As the Nazi party expanded in the 1930s, many people sought to leave Europe for safe havens. Japan accepted Euro immigrants (which angered Hitler), China accepted Euro immigrants, Cuba accepted Euro immigrants, the US accepted Euro immigrants. Many Euro immigrants to the US were highly educated scientists; they did NOT receive government aid and did not take jobs from US scientists. Various organizations raised money to fund NEW fellowships or jobs for immigrant scientists at Rockefeller (now University), Princeton, etc., etc..

At some point (during WWII?), the government started to provide aid and comfort to immigrants upon entry. Since then, the amount of gov aid has been increasing by law or as a result of lawsuits and so on.

"The US needs to reform its immigration laws and policies" has been a constant refrain for decades. Major reform bills have died in Congress because Reps and Dems can't agree or reach a compromise. It is a HOT BUTTON issue without an "EASY" button solution despite the claims of characters like Trump or Vivek.
