And the plan is not tenable. Once a state recognizes that their EV votes would go against the will of their constituencies, that/those states could withdraw from this non-binding pact.
By joining the compact, a state agrees to have its electors vote based on the will of the voters across the country, not those only in that state. It’s a given.
Yes, a state could withdraw, but no state has done so yet. And it’s a binding compact as long as a state is in it. And there’s enough blue and purple states to get to 270 and make the compact take effect.
