fanatical fascination with words. The college founders where pioneers. They created a place where blacks could further their education while segregation existed. It gave the students a choice/a chance to do so.

The second quote is accurate. Maybe not to you. Maybe at one point she was discussing historical issues, and the second quote deals with today. Again who fucking cares.

What she wants to do probably won't work because the root causes of shitty educational scores/graduation rates are social/family issues that fall outside the classroom but at least we can give it a go.
