Iran and Iraq have a long history of banding together against the capitalist infidels.  

When I was in the Navy I was paid to train both Iranian and Iraqi sailors on the weapons systems on our decommissioned WWII ships.  

We (the good old USA government) sold Iran and Iraq ships, trained their sailors how to operate all the critical systems, and sent them sailing back home.  I trained about 75 senior military officers from '76-'77
