The death rate per capita in CA might be twice as high as TX or OK, but it's still roughly TEN times better than NY, NJ, MA, CT et al.

The numbers aren't even close. NYC all by itself has about ONE HUNDRED times more deaths from COVID than the state of Oklahoma. Let's get real here.
For the record, Oklahoma has a population of roughly 4 Million people, about 2/3rds of them live in the metropolitan areas of OKC and Tulsa.
New York and Oklahoma are at TOTALLY different points on the arc of COVID infection. New York has been through the worst and come out the other side, with only a handful of deaths and new cases, especially as compared to its population. Oklahoma is VERY early on and the case load is still spiking there. Despite that -- and despite Republicans in OK telling him it's a bad idea --- Trump insists on having his COVID Petrie Dish Rally. So thanks for again muddying the waters with twisted "facts" in order to try scoring points.

translating into more deaths. In fact, its just the opposite. Many of the new tests being done in California are being required for healthy younger people returning to work. They are asymptomatic. Prior tests were only done on people with symptoms. Consequently, most of these new cases do not require hospitalization nor will the people die. There is no treatment being recommended for these asymptomatic people except self-quarantine. While the number of new cases is rising, they are not among the most vulnerable populations, so the death rate percentage will continue to fall.
I never mentioned death rate, although you have to be totally stupid to say that increased infection doesn’t mean increased risk of death. You still need symptoms reported to a doctor to get a test, so your theory that only healthy people are tested is equally stupid.
