These are civil violations, not criminal ones, and innocent until proven guilty has no application here. Plus these are violations by LVS, not Sheldon Adelson.


       Having said that, Adelson is indeed under investigation by the DOJ for violating the criminal provisions of the FCPA and everything I have read indicates that he did order payment to a Macau lawyer- legislator of $700,000, when the pure legal services provided were a fraction of that. And he was warned by LVS counsel that the payment would "look like" a violation of the FCPA. So I do expect him to be charged and, at that time as you say, he will be deemed innocent until proven guilty at least by the jury, though not the rest of us.

 The presumption of innocence applies only to the jury, not the rest of us.
