I just received ceritified mail by the IRS where they have went back in my 2009 return and come up with more money I owe them.

Makes me want to move to an island that you can only get to by boat, or top of a mountain that you can only get to by helicopter. That is what I am working towards!

I'll hazard a guess that you forgot to report some documented income most likely from a 1099-MISC or a W-2 or some other 1099. They just redid your return with the new information and sent you the bill. Nothing strange there.
