It is both illegal and unconstitutional to bar American citizens from enlisting for the Armed Forces.      This is familiar with all the other illegal things he is doing.    This man is a mobster not a President.     I guess his own AG Jim Crow can relate to it.

It may be illegal, but there are ways around that.  When a service deems that they are force ready they can scale back recruiting.  For example during the Iraq/Afghanistan efforts the Marine Corps increased its numbers from what it traditionally keeps on hand (around 175,000) to well over 225,000 active duty to support both wars.  Recruiters went from having to produce 1 to 2 candidates to ship to boot per month to 4/5.  During that time they took any and everybody that wanted to join and granted all types of waivers to aid reenlistment.  Adversely, when they decided to downsize they changed the criteria and made it harder to re-enlist and offered other incentives to cut numbers like offer voluntary outs and early retirements.  So they very well may not bar people, just raise "standards" like ASVAB scores for certain MOS fields, not grant waivers for certain things they have granted for in the past i.e. drug use, misdemeanors, height/weight/body proportion standards etc..
