But a memo, is only a memo..It'll be a "He said, it said". trump will deny it, of course and that will be that. Now if there's a tape, then watch out. It's a "meh" moment as far as I can tell.

Contemporaneous notes are widely held up in court as credible evidence of conversations.  Comey is more likely to be believed than Trump.  Except for injecting himself into the election, he has an outstanding reputation.  Read how he stood up to George W. The White House will have a record of who entered the Oval Office, who left it, and when.  Also Sessions and Pence will have to testify about what Trump said when he asked them to leave.  If it corroborates Comey's memo that makes it even more credible.  Beyond the fact that Comey, whatever mistakes he made last year, has a record for ironclad probity.

First, he was committed to managing the investigation until it was complete and knew if he blew the whistle then he'd get fired.
Second, he wanted to serve out his term, which had another six years to go.
Third, he wanted to continue amassing evidence of Trump's obstruction of justice, which he assumed would continue.
I imagine a creative mind could come up with a few more reasons.
Bear in mind also that Comey was known to write such memos regularly and many in DC do the same.

Watching some legal beagles last night saying Comey has a duty is to immediately hand over to the DOJ any evidence that could be illegal. He cant just sit on it as you suggest. I don't know this to be a fact as a lot of this seems to be murky, but that was the scuttle butt last night.

When the acting FBI director took over, he stated that there was no interference in the Russian probe, something he would have had to know before making that statement, had Comey informed the DOJ.

Also Jonathan Turley weighed in and said this is very unlikely to be obstruction for the reasons he states in my link.

This seems like Comey getting revenge on Trump for political purposes, not for illegal activities or impeachable offenses.

what exactly McCabe knew.  Both the House and Senate Intelligence Committees have asked Comey to speak so perhaps we'll find out soon.
Meanwhile, the first Republican Congressman, Amash (no pal of Trump's), has said if the memo is as reported it would be grounds for impeachment.

that turning over on 28 USC 1361 which is the statute giving district courts jurisdiction over mandamus actions and is civil not criminal.  

"The district courts shall have original jurisdiction of any action in the nature of mandamus to compel an officer or employee of the United States or any agency thereof to perform a duty owed to the plaintiff."

 
18 USC 4, misprision of a felony, is actually a crime at least - but it requires more than just failing to report a crime, it also requires some affirmative act to conceal the crime. Comey actually gave the memo to several people in the FBI and you would think the acting director would have seen it too if the memo is so important.
