you apply though your bank, not directly to SBA or Treasury. The bank approves you using STANDARDS mandated by the SBA, and then the funds go to the bank, who directly deposits them into your business account. The borrowers on the PPP program already have the money before the paperwork gets to the SBA. If Harvard applied to their own bank where they have sequestered some of the endowment funds, what do you think the bank is going to do? Accept the loan app, or tell them to fuck off?

The money was part of the CARES Act, you know, the bi-partisan bill. Out of the $2 trillion, 7% or $14 billion was allocated to colleges and universities. It has absolutely nothing to do with the part of the bill that deals with the SBA.

The Republicans and Democrats wrote a formula into the CARES Act to allocate the funds among thousands of American colleges and universities. The Department of Education used that formula to give Harvard $8.7 million and Yale $7 million ($30 billion endowment) and Stanford $7.4 billion ($28 billion endowment).

I responded within the four corners of the OP, off the top of my head. The OP said, 1) they got $40,000,000, and 2) THEY GOT IT FROM THE SMALL BUSINESS FUND. The response I gave about how the small business fund works is 100% correct. If you can point to any detail I gave about how it works which is incorrect, I will STFU, but I have already applied for the PPP, and I know EXACTLY how it works. How was I supposed to know the OP's facts were wrong? Through a formula in the law, Harvard was allocated $8.7 million. Harvard has dedicated 100% of that money to students in financial need, so Trump is talking out of his ass as usual when he says Harvard will get the money.
Most students who go to Harvard can't afford it. Two-thirds of the student body gets financial aid from Harvard and much of that financial aid comes from Harvard's $40 billion endowment. Trump said today that he didn't want to mention anyone else he thought was abusing Federal money so he didn't mention the university with the second largest endowment in America - the University of Texas which has a $31 billion endowment. Texas received ONE HUNDRED SEVENTY-TWO MILLION DOLLARS from the legislation.

Harvard did NOT get $40 million, they got a little less than $9 million, Harvard, got the money along with virtually every other university, I know the small college up the street from me got $4.4 million. Harvard is "allowed to use" up to fifty percent for purposes other than grants to students, but in light of the public outrage Harvard has pledged to allocate 100% of the money to "needy students" whether they would have done so without the public outrage I suppose is something we will never know, (sure we won't. lol)
BTW, I have to correct CDL as well for getting his facts almost as wrong as you did, Harvard did NOT apply for this money through their "bank" This was a separate $14 billion part of the CARES act especially carved out for universities.
