He was speaking in reference to Dems making a big deal about "record" new cases in the South. They are testing more down there.  

 
You test more, you find more cases. So the inverse of that would be true as well and thats what Trump was speaking of   i.e. you test less, you get less cases.  

 
He WASN'T saying, if you test less, COVID goes away like you are implying.

Trump is lying as he does, every time his lips move.  The real question is; will the book's release be held up in the courts, until after the election?

 
Am betting that is Trump's real objective, delay until after the election.

Test more find more .... means there is more to find!!! Do you understand that?
Now what does that mean? If there’s is more to find means more spread is occurring? Do you understand that?
Now the question is do you want to know the reality or put your head in the sand and deny it?
You can do the latter and I don’t care if you’re not involved in health policy making but I do care if our president and other policy makers sell this as an argument for political reasons and put the citizens at the risk - I say dump them! It is a negligence on their part, willful one!
Now the question is willful negligence leading to mass deaths and suffering a crime AND can that lead to prison national premiers?  
Now have at it ...

this pandemic is one of those, extremely complicated issues where, no matter what course of action we take, we will be second guessed.  Exactly why Trump is incapable of dealing with any issue of this magnitude.  With COVID, we are damned if we do and damned if we don't.

 
In my case, I caught it, only mild symptoms for two weeks; loss of taste and smell, slight fever.  No respiratory ailments and was not the least bit concerned, as I work out regularly, am fit, and have no preexisting conditions.  BUT, who knows about those around me?  Was more worried someone who could suffer severe consequences would get it from me.

 
For myself, we could have just continued business as usual and I could have cared less.  But for the benefit of those who are truly vulnerable I would choose an over abundance of caution, for their benefit alone.  We all have close friends who work in hospitals.  Just ask one of your friends.  This thing is killing people who we would least expect in the most irregular way.  Sure those with preexisting conditions are getting it, but some who neither of us would predict would have a problem coping with it.  So how do we make the best decision for everyone?  That is what a "real" president would be thinking.

 
This is a case where sound leadership would make the difference.  Trump very easily could have come out to the public initially and explained exactly as I outlined above, telling the American people, nobody could come up with an ironclad way of dealing with this.  We are going to try out best and the more we confront this pandemic, we just may alter our guidelines.

 
Then again, if Trump were a different person, he could come out at some point and say, you know, we really need to adjust our approach, because of (whatever), and admit any mistakes we make along the way.  NOBODY could expect ANY president to handle this category of problems in a smooth, I know it all, never make mistakes kind of way.  All complicated problems like this require an adjustment in approach from time to time.

 
But we have a president who will never admit he is wrong, has no clue how to tackle truly complex issues, and is so narcissistic would rather lie than come out in the open and reveal he is only human.  Because of his failure as a human being, makes it difficult for people like me to trust him on anything.

After you stop covering up for this lying President and his lying Veep who yesterday told the Governors:
"WASHINGTON — Vice President Mike Pence encouraged governors on Monday to adopt the administration’s explanation that a rise in testing was a reason behind new coronavirus outbreaks, even though testing data has shown that such a claim is misleading.

“I would just encourage you all, as we talk about these things, to make sure and continue to explain to your citizens the magnitude of increase in testing,” Mr. Pence said on a call with governors, audio of which was obtained by The New York Times. “And that in most of the cases where we are seeing some marginal rise in number, that’s more a result of the extraordinary work you’re doing.”

He added: “But also encourage people with the news that we are safely reopening the country. That, as we speak today, because people are going back to hospitals and elective surgery and getting ordinary care, hospitalization rates may be going up. But according to our most current information, hospitalizations for coronavirus are going down across the country.

It was a misleading message publicly emphasized by President Trump at a meeting earlier in the day.

“If we stop testing right now,” Mr. Trump said, “we’d have very few cases, if any.”
In fact, seven-day averages in several states with coronavirus outbreaks have increased since May 31, and in at least 14 states, positive cases have outstripped the average number of tests that have been administered, according to an analysis of data collected by The New York Times. Data from the Centers for Disease Control and Prevention show that coronavirus hospitalizations have decreased nationally, though positive cases have increased and the number of deaths attributed to the disease caused by the coronavirus, Covid-19, could increase as more data becomes available."

its numbers have gone DOWN dramatically of late. So, no, it's NOT the testing per se that drives the #s up.

Since stats have been available, I’ve been looking at them, a few times a week. By looking at trends over time, as testing has increased so have the number of confirmed cases in those areas administering testing. I will grant you that the number of cases is also increasing in a few areas where testing is not as robust, by these are fewer than areas where testing is occurring.

 
It is important to note that when testing identifies a person has or had the virus, even without symptoms and even if the person only now has anti-bodies and no virus - it is added to the official tally of Covid-19 cases. This is fair to get a better picture of how many were or are actually infected to better understand the virus.

 
But what is key to remember is that to get tested in most areas of the US a person needs to either:
1) Have doctors request.
2) Go through screening and have a few of the typical symptoms.
3) Go through screening and are identified to be in a higher risk group due to age or underlying health conditions.

 
In some areas anyone can get tested at certain locations or at certain times, but this is not true in all of the US and even in those areas open testing is often limited to a small number of sites and one or two days of the week.

 
By the criteria used to determine who will get tested - testing for Covid-19 is heavily skewed to test people more likely to have the disease and thus heavily skewed to find more cases.

 
Even given all of the above; in many of the locations that I have reviewed in the last few weeks where in general testing is designed to identify more cases of Covid-19, typically only 10% to 20% of these people actually had or have the virus. So if City A tests 5,000 people a day, of those most likely to have Covid-19, they are adding 500 to 1,000 cases - again even if the person was never hospitalized and no longer actually has the virus, just anti-bodies. Thus, they are seeing an increase in total number of cases – because they are looking for more cases.
