It sort of is.  But providers (anywhere) can't be too safe, so unless you have an existing relationship with a girl you shouldn't really expect anyone to be into that level of play right off the bat.  

Plus, I think AZ law is more strict than some places so kink in general is even more underground than it should be (IMHO).
