How do I go about finding a willing reviewer in the scottsdale/phoenix area?

You'll need to have an ad somewhere or a website that a review can be linked to before it will be accepted for posting by TER.

I'm sure there are many of us that would post a review if we had some more information on you. Do you have a web page? CL or backpage ad? Bathroom wall scribblings?

Post an ad with an intro rate.  That should help.

As  Muffy said you need an internet ad or website to link to the review.  Also  let folks know where to find the ad and maybe some photos.   Then see if some gent likes what he sees and gives you a spin.  A word of caution after your post you may get swamped with gents wanting to exchange a review for service. Which is against TER policy.  That's not good.

just keep placing ads.. they will come.

most guys who offer to do a review for discounted or free sessions, has made the same offer to all of us and are well known throughout the community so getting a review from them doesnt really do any good and in fact, it can send out a bad message about you.  

it's best to just wait and let them happen on their accord.
