Let's say I wanted to take a provider out for dinner/drinks before the session and I am picking up the expenses...
Is it normal for a provider to charge the hourly rate for the time spent eating and drinking before the private time? I guess it would be because its still their time on the clock?
It is generally unacceptable to ask a provider to spend time “off the clock”. It sends a message that you do not value her time except during clothing optional activities.
That being said, the vast majority of established, reputable providers out there have progressive discounts for multi-hour appointments taking into consideration a lower per hour rate for social time versus time spent intimately behind closed doors. I am never offended by a politely worded inquiry as to a donation amount for an appt structure that isn’t listed on my website.
For instance, I have a 4hr encounter listed on my website that assumes at least 1 hr of the time spent together be social (drinks, dining, gambling, shopping etc). My posted 3hr rate is based on 3hrs BCD. If a client were to inquire what the donation amount would be for 2hrs BCD with 1hr meeting over cocktails prior - I would happily reduce that amount slightly taking into consideration the modification of date structure.

I have had good luck getting a car bj then going to Panda Express after and getting the provider to use the recent payment for her portion. Maybe its the Orange Chicken - highly recommended.
As Madison says above, many providers consider different compensation when social time is part of the appointment. A polite question as to how a provider handle this to her eMail should get you the answer. Also many providers allow for this on their website so check that first.
.... charge their normal rate, some ladies have a rate that's a mix of bcd+social time and some ladies have social only rates. Really it's ymmv and can change based on the provider.
I have social rates on my website. I offer dinner time for 150 an hour added to a date of 2 hrs or more. So 2 hrs private time and an hour dinner would be my 2 hr date plus 150. Some girls do this.
