Until you have some experience and can read between the lines (and after ten years I still have trouble doing that) I reeommend that you go to the TER reviews and search for providers with an average of 8-10 for service.  Read the reviews.  This has proved reliable (though not perfect) for me in every city I have visited that has TER reviews.
