Application to include in addition to full identification, addresses last 5 years and lots of personal data, website and e-mail addresses used for business and fingerprints required (many fees):

A complete description of the exact nature of the business to be conducted, including advertising theme and method, employment qualifications and copies of contracts to be used with patrons.

Copies of all print and electronic advertisements being used by the applicant.

The person or persons who will have custody of the business records.

All escorts and escort assistants are required to obtain an identification card. This card must be carried on the person of an individual while such person is engaged in the activity of an escort or escort assistant within the city. Such identification shall be displayed upon request of any city police officer or any other law enforcement official.

  Sec. 16-469. Records required.  
 (a)  Every escort and escort assistant shall maintain, on city-approved forms, a complete legible written record of every transaction whereby the permit holder acted as an escort or escort assistant. The record shall show the date and hours of each transaction, the location(s) where the escort and patron went, the job capacity of the escort assistant (as applicable), and the name and telephone number of the patron(s) for whom the permit holder acted as an escort or escort assistant.

(b)  Every escort bureau shall maintain, on city-approved forms, a complete legible written record of the following information regarding each employee: name, including any aliases, address, telephone numbers, job title and job description.

(c) Every escort, escort assistant and escort bureau shall maintain a copy of all advertisements used to attract patrons.

 (d)  Every escort bureau and escort assistant shall: (1) Assist only escorts who have current escort permits issued by the director. (2) Maintain a current list of all escorts assisted by the escort bureau or escort assistant, showing the name and current address of each. (3) Maintain a complete legible written record of which escort is involved in each transaction listed under subsection (a) above.

 (g) The escort shall provide to each patron a written contract and receipt of payment for services. The contract shall clearly state the type of services to be performed, the length of time such services shall be performed, the total amount of money such services shall cost the patron, and any special terms or conditions relating to the services to be performed.

Sec. 16-470. Advertisements.
 All advertisements used by an escort, escort assistant or escort bureau, and likely to be seen by Scottsdale residents, shall contain the Scottsdale permit or license number of the permit or license holder.

Sec. 16-471. Prohibited activities.   (partial list)
(e) It shall be unlawful for an escort assistant to allow an escort to provide sexual services to a patron.

(f) It shall be unlawful for an escort to grope the clothing covering a patron’s genitals, or the clothing covering the breasts of a female patron.

(g) It shall be unlawful for an escort to touch himself or herself, or ask a patron to touch himself or herself, on the genitals, buttocks or breasts (of a female patron). (h) It shall be unlawful for an escort to request that a patron take off his or her clothing.

Sec. 16-472. Penalty.  
A person who is convicted of a first violation of section 16-471 of this article shall
be sentenced to serve at least fifteen consecutive days in jail, and is not eligible for
probation or suspension of execution of sentence until the entire sentence is served.

(Longer jail sentences for repeat offenders - similar to the Arizona mandatory minimums for prostitution)

This is pure bullshit!
Going back to the signing up for drivers license, now you have to adhere to the laws. Nobody should freely give them access to all your information, fingerprints etc just to give them more ammo to accuse you of doing more things wrong.

Our state is broke and this whole thing is another attempt to extort money from the people.
Their so called "classes" and all these fines and threats are just one more attempt at taking money from the people. In this case some of the surviving people which happen to be escorts as they fucked up our economy so bad that we cant do regular business anymore as citizens.
So the ones of us who are motivated enough to not lay around of welfare are being extorted from as a group to pay Arizona. So they threw us out of the economy ....now they want us back?  

Same concept as DUI's and similar to the Immigration. Problem is Immigration only ran off the workers as their was no money to take. Now we just don't have renters for low end apartments so further wrecking housing market. DUI's good as they can take money but people have gotten careful and stay home and drink or take a cab. The same crap is happening in DUI's now new law states you can get a ticket if you are the passinger and drunk and so is driver ....both are responsible for driving ? Seriously?
This state is becoming more and more retarded by the second.

So my advise is to stick together as a group. Don't sign up. Lay low. VERIFY VERIFY VERIFY .
Work within Confines of safe groups. Travel if need be to under radar. Avoid bp if possible.
Don't roll over, clients and ladies.  
Make it hard, no pun ha ha . Make it unprofitable for them.  
Stay Safe and follow process of Verifying , don't get greedy or lazy.

Having seen legal and political battles for 2 decades my view is working on elected officials will never work.

A group in CA did great job getting their decrim views (and only for private adults not for always doomed trying to include street workers).  They tried for years, got meetings and a program especially geared towards incoming legislators.  And CA is far more liberal than AZ.

As many elected officials told them, even if they were supportive of their views, it would be political suicide to support any decrim move.

Instead of raising PAC money which not sure what practically can be done, in my view need to attack the prostitution law itself, especially in AZ which can be argued is broad and vague (as is now being argued as a minor issue in the Temple case)  Moreover based on wins in the 5th Circuit on adult privacy rights and again Lawrence vs Texas there are attorneys ready to take on the the right case especially in our 9th Circuit.  But it will be a long fight and need $100k to just begin to pay the legal fees involved.  

Remember this going after "prostitution" is backed by very powerful "save the children and stop the trafficking" scam.  Millions of grants going to LE/FBI to spend and the "rescue industry" is raking in millions.  

The public is totally deluded that this goes after saving the children when the vast marjority of arrests and the basis for these new laws, is going after in private consenting adults and the type of great companions active on boards like this.

Just got detailed report of how they are also trying to get customers to help by tracking them in parking lots going from  or to incalls or hotels trying to scare them into being used as references or setting up a provider.  They will pass reference checks - buts its a tool LE is using on the war on in private consenting adult sexwork - legal in almost all the world and no big deal, except in the U.S>

That law is all conflicted.  First, if you are an escort you need a license.  Otherwise 15 days in jail for escorting without a license.  

Next, assuming that you are a licensed escort, you are not allowed to partake in sexual services, grope your client's clothing, touch yourself, or literally touch a client's butt, etc.  Penalty is 15 days in jail... and that is if you are a licensed escort.

Since everything is illegal anyway no matter which way you do it, what is the point of getting an escort license in the first place?  All you are doing is giving the city a bunch of personal information and a fist full of dollars, and then they will bust you anyway.

So the obvious solution is get rid of the escorts section on back page, and replace it with a pedicure section.  Then you can provide pedicures for an hourly rate, with that funny disclaimer that says whatever happens between consenting adults is blah blah blah and giggity giggty goo.

But, there is hope.  A highly visible member of our government finally admitted that the 50 year war on drugs didn't work.  However it did destroy the lives of many people by sending them to jail with mandatory sentences instead of clinics for drug addiction.  Plus, while in prisons they learned how to actually become a criminal, became aggressive and vicious enough to survive, stay alive.

And the added benefit for everyone is that prisons became more violent when they went past 100% capacity towards 140% capacity.

How anyone could be oblivious to the results of prohibition, ignore simple basic economics has always stunned me!!

SHOCKER ....guess what ?  

There is no escort license form or packet. NONE avail. How can you write a law with req that you have no forms or information about . Talk about hipocritotic laws....

They are asking for girls to do a task that has no forms and doesnt EXIST

As Phoenix TV report a few months ago showed, dating with expected sex is no issue as a growing number of ASU students use "arrangement services" to earn money for school and admit of course sex is part of it just like any dating relationship.  Since money is for date not sex no LE issues.

As I have preached for years, if ad has GFE or other sexual terms implying sex using well known abbreviations, it is a slam dunk prostitution bust with no contact with LE needed.  

Ads should state an hourly rate for time with no suggestion of illegal sex acts.  Explicit reviews are complied in evidence books and often quoted in police reports.  Violate this at your own legal and often felony risk.

This is Arizona not Canada or Europe or the rest of the world that enjoys the adult freedoms we are denied by those that know what is best for us - and make folks think its all about children and trafficking.

Sady in private consenting adults is included in the trafficking law.  If its coerced then its "extreme" trafficking vs just normal felony trafficking if consenting adults in private sexwork.

Scottsdale new law just goes further in making jailable make clear applies to assistance, drivers etc.  But if you have these also can be charged with criminal enterprise felonies as seen bunch of cases in last few years.  

Heck, Madam Rose a decade ago was ticketed for no license and just paid her fine.  She played the little old lady with a cane in front of judge who asked her if she needed more time to pay.  Went on for years without any issues afterwards until sadly died broke years ago.

But that was years ago before the child and trafficking mass scam and the rescue industry funding.

The detailed record keeping also has always been required (at least in Phoenix) but now Scottsdale requires it on a city form instead of your own (ID of all clients/where/when/what etc as before).
