e answer is for the government to build more parking structures. Such as in Las Vegas people can go to parking structure to parking structure without touching outside. The government should use federal funds to build parking garages across Maricopa County on a large scale basis. Also I was thinking that put Arizona on East Coast time at least that way the sun will set at about 4:30 pm so people can have evening rush hour at a lower temperature and avoid overheats.
Payson not cool enough and right now Flagstaff is still 90++ in the midday but OH BOY does it start to cool off as soon as El Sol goes below the horizon. If you're not a local and are immersing yourself into a Phoenix summer for the the first time you might find it initially pretty brutal. Before I moved here I made it a point to restrict visits to Oct thru May, as I found the summer heat particularly oppressive. However, by the end of my first summer here, I had surprised myself by saying that 110 degrees didn't feel so bad anymore. Now into my 5th summer here I'm well seasoned and hardly notice the heat anymore. Some habits to pick up if you wish to thrive in a Phoenix summer: Move from a/c to a/c just like cold weather dwellers move from heat to heat. When out and about always be on the lookout for a sliver of shade to park your car under and don't forget to crack a window or two. Outdoor physical activity can bring on a sweat real quick, even for the hardiest person, so do that shit early in the morning or after the sun goes down and stay hydrated always. Never leave home without water. Really, once acclimated, 100+ temps at under 20% humidity can be handled just fine in short bursts. Best way to acclimate is to move here in Jan or Feb and ease into that first summer. And something to keep in mind is the "real feel" temp which can be 5 or more degrees than what is predicted or reported by the local meteorologist.
But you stay inside, keep the air conditioning frosty, and find someone hot to share a big bed with and it's not all that bad. Just stay in until the sun goes down. As Alice sang, "They Only Come Out at Night". Cheers, love!!
