with the staff of ter being gone at the moment, who has the jurisdiction to ban a provider? what are the grounds for banning a provider, btw?

haven't gone anywhere.  They're still working hard every day.  And I think they're doing a really good job (including taking some much-needed, long-overdue and appropriate action recently.)

If you imagine "Staff of TER" as "President of the United States", then you probably would not be so concerned about the day to day administration of the site, rules, reinforcement of the rules, and the consequences of breaking the rules, when “Staff” steps out of his office temporarily!
