There is a gentlemen who is calling the Ads. and going by the name of Alvin. He says that he is helping the Tempe LE in finding a provider who travels around the U.S. and killing truck drivers. He called Sat. 1-31 and set up a two hour appt. with me and when he got there he started telling me that he is voluntarily helping the Tempe LE in this task. He proceeded to tell me this story of how he is helping them and that I was going too be arrested for soliciting. He was changing his story all the time. To make a long story short when he found out that I had a couple of friends that worked with me, he changed his tune. I think he was going to try to harm me. His Discription is Dark African American about 5'7-5'9, mid 30's, slim muscular build, both ears pierced and dressed in jeans and a T-shirt. He drives a Semi without the trailor and it is White with "Leased to Swift" in yellow letters on the Cab. Please Beware of this man. He could be very dangerous. He never showed me any type of LE identification, but he did show me a Calif. and Az. D.L..
The Commercial Motor Vehicle Safety Act of 1986 was signed into law on October 27, 1986. The goal of the Act is to improve highway safety by ensuring that drivers of large trucks and buses are qualified to operate those vehicles and to remove unsafe and unqualified drivers from the highways. The Act retained the State's right to issue a driver's license, but established minimum national standards which States must meet when licensing CMV drivers.
The Act corrects the situation existing prior to 1986 by making it illegal to hold more than one license and by requiring States to adopt testing and licensing standards for truck and bus drivers to check a person's ability to operate the type of vehicle he/she plans to operate.
It is important to note that the Act does not require drivers to obtain a separate Federal license; it merely required States to upgrade their existing testing and licensing programs, if necessary, to conform with the Federal minimum standards.
