Note in my report in Legal section my added comment about the manifestation charge.   Unique to Phoenix charged when she asked the detective if he was a cop.  That brings the manifestation charge under Phoenix statutes.  

Never ask - they will deny and charge you with manifestation of intent as I discussed in legal link.

Of course, never break the law in the first place by never offering sex acts for a fee arrangement.

I think the manifestation deal is only outside or on street, or public view.  I think in a private room it does not apply.
