it depends on how you approach it.  i think that feet can be very sexy and definitely can be used in various erotic ways. most likely this will occur naturally and if it doesnt, offer to give her a foot massage or give her a lil hint that you'd like some toe action.  but if a guy calls me and goes on and on and on for 20 minutes about all 81 different ways he wants to worship my feet, i'm thinking no thanks freak.

if you feel you have to discuss it beforehand, at most just mention that you are into feet and ask if she's ok with that. if she needs you to clarify further, she will ask you. however, if you launch into a bunch of specifics without being asked, you risk sounding obsessive.

I am a foot freak as well...I love to put all my different shoes and boots on my little footsies.

I do have gentlemen ask me this and I don't mind it at all, even though my personal opinion is that my feet are the ugliest part of my body, but just because I feel that way doesn't mean that someone else will. Infact I had someone recently who loved my feet...I was a little ticklish though...lol.

Just approach it a little carefully with the lady of your choice unless you know that she is into it, however I don't think it is weird at all. We all like different things, and feet aren't on my 'weird list' at all.
