Small and medium businesses don't have CEOs, Executives, or 401k plans either. NCNS in any business relationship or any sort of business meeting is never OK no matter which party you are. Although I totally agree that ncns is totally rude and unprofessional, you never know what may have happened. Maybe she or her child was ill or had an emergency? Hopefully she will follow up w/ you and offer a discount or more time for your trouble. I agree w/ Theonegodd, exposing the gal will cause major problems for her business. Like Hiddenhills suggested, email her to see if she's ok, hopefully you'll get an explanation and she'll offer to make it up to you
