Go to the Texas Discussion Board, page 1, and read about the tactics the Houston LE used to arrest providers.  Our Sheriff Joe used this tactic in his last roundup, but, did not have the approval of the County Attorney for his people to go nude.  Houston PD did get the approval from the DA and went hunting.  I can see our Joe trying to get a similar approval.  Phoenix beware.
