The same arguments can be used in 9th and judge did extensive job of analyzing the FEDERAL trafficking act is not State law.  It will certainly support LE making arrests of customers all over the U.S., sadly.  

It also can be used as a cite in any court in any District as long as that district doesn't have a contrary ruling.  The 9th Circuit has a bad decision against sexwork as a serious crime issue a year or so ago. It was an immigration case but it was very negative in supporting deportation for prostitution and cited how it causes disease and other crimes etc crap.
