A lot of posters have said it could be because the agencies have mostly younger and more attractive ladies. Sure, that could be a reason why they get higher ratings. But I don't agree that is the reason ... we have some absolutely beautiful indies.
In my opinion is all has to do with customer service. When you call the reputable agencies in town - they answer the phone! They return emails. They don't no show appointments. If the lady you are looking for isn't available, they'll tell you when she is or recommend someone else. Of course there are times when things happen but from my experience the agency always tried to make things right.
Too many indies don't understand that this is a business and that customers expect to be treated like they are valued. And that starts with the very first contact. Obviously BCD activities are very important, but if the phone call/voice mail/email goes unanswered it is pretty hard to get reviewed, must less pay the rent!

**To clarify: I am comparing the overall group of local, long-standing independents with the long-standing agency providers. It seems there are MANY independents with 15+ reviews that have and average of 6 or 7. (Not because of limited services, either) I don't see agency providers at that level. I am not looking for a trite answer such as "they are better", thank you.
My testicles may be removed without anesthesia and lodged within my throat for saying this during my next visit to an independent, but to answer your question:
The reputable local agency providers who are not working for scam agencies tend to be younger and more physically attractive in the sterotype of the youthful, 19-28 year old, toned, unblemished woman that has been the sort of image portrayed in Playboy and Penthouse for almost 50 years. The agencys tend to discrimnate against providers who do not fit that sterotype.
Of course, there are some agency providers who do not look like Playboy centerfolds and there are inependents who do look like Playboy centerfolds.
Hobbyists who find that image attractive will often book with agenceies rather than look for independents with that image. Hobbyists who prefer a women who is more "real" - a bit older, a bit curvy, maybe the MILF type, will look for independents.
One person's opinon.
Also, a number of the agencies have some MILF, however, they are amazing both sexually and in the looks department. Agencies have reputations to uphold overall and will quickly dismiss someone that does not meet their customer's needs. Also, if there is an issue, typically they will contact you and resolve it.
I travel to the Valley of the sun on a regular basis. I have had some, let's just say, not so impressive meetings a few few of the independents. Like the other reviewer I am sure there are plenty of wonderfuls indies in the Phoenix area. I just got hit with a few bad and to quote Donny Osmond "One bad Apple don't Spoil the Whoel Bunch".
I just felt that I needed to find someone or something. And I found that at one of the agencies in the Phoenix. Beautiful ladies that are wonderful to be around. Again, one person opinion. Ladies please don't castrait me. I will venture back into the indie pool in Phoenix someday.
In both groups there are many wonderful ladies who will WOW you. There is no place quite like the Valley of the Sun. Do your research and you'll never be disappointed. Agency or independent, its a great place to live or visit.
most women dont truly learn to enjoy themselves until they are in the 30s therefore i believe that the indy's would score higher on performance overall.
and that would follow with what ive heard from my clients.
so i think there is a balance, agencies in general providing the more attractive girls and indy's in general providing a better performance but if the reviews dont reflect that then perhaps both myself and the 5 years of clients who have told me that are mistaken.
i would also keep in mind that it would be a rare find to come across a woman who has never had a bad day and who has pleased every man so if someone looks too good to be true, she probably is. i'm not saying that reviewers would write inflated reviews of agency girls in order to gain favor with an agency because there wouldnt really be anything to gain from that.

I don't necessarily agree with this characterization or opinion.
From my observations, I think a lot of the younger girls just starting out in the business lean in an agency affiliation direction primarily becuase of the advertising and safety (client verification) services that an agency can offer. I would think it is a pretty scary proposition to just put oneself out there, especially if you're just starting out and don't have connections with other girls in the business.
A lot of the agency girls, over time, and as they become more experienced in the industry strike out on their own as independents, hence, perhaps, a slighly older age average.
A number of the agencies have some pretty hot 'MILFs' in tow.

Barebear, your response was very well written and thought out. I have to agree, being more mature and less "flawless".
IF that is what one bases his review on, that is.
But I question the review writers... I mean what is it that the reviewers are REALLY SCORING? It is different for each one because likes and dislikes are so varied.
Overall performance then (Not putting the younger ladies down at all here, they are beatiful and desireable. I am just stating a personal opinion) We mature ladies are USUALLY more "INTO" the actual act and of course, more experienced. I came into my "prime" around 38. I was suddenly insatiable and could mot get enough. I am still in my prime and I would not trade my techniques or my wisdom for youth and a flawless body ever. I think what I have and who I am now is priceless.
I truly believe that almost all ladies will look back one day after they hit their "prime" and know what I am saying. At that point they may be a little older and not quite so flawless, but they will look back and see how far they've come and how much better they are and know that they would not trade it for anything.
I see mostly older gentlemen who appreciate an older lady. Perhaps they are not as enthusiastic in their reviews (If they even post one) due to having so many experiences under their belt(?) Maybe what was a TEN to them in their 20's is an 8 to them NOW... There are so many different factors to consider and everyone has an off day, both hobbyist and provider.
Recently I had contact for an appointment from a gentleman here on TER, so I came on and read the reviews he had done. His most recent review was for a lady who looked VERY HOT to ME... At the same time, he wrote in his review that she was "heavier" than he liked. (It was a nice review though) ~I contacted him regarding that comment and told him that I am probably heavier than he would like also if he thought the provider he reviewed was. I sent a few more photos and told him my height and weight and that I understood if he opted out. He chose to politely opt out. HAD I NOT said anything, he would have seen me, and while I have no doubt that he would have had a great time, it would not be up to snuff for him because he likes smaller ladies. (I am not a BBW, but I am "thick" or "Healthy", as in "a curvy MILF".) I would have more than likely got a mediocre review, and it is not worth it to me to see someone knowing they are not going to be really completely satisfied with me. I would much rather see them use the donation to be HAPPY with the type of lady THEY desire. It is not all about me, but about the time spent and the quality of it. So many factors come into play... Surroundings, Atmosphere, Aromatherapy (or the lack thereof), cleanliness of both the incall and the lady, the music, the touches (soft or firm, depending on preference...) the "chemistry" between you and them, feeling relaxed and unrushed, (I am not a "shuffle 'em in and shuffle 'em out" type) and how good you, the hobbyist felt. It is a package. It is not just one thing, it is the meet and what leads up to more and how you hit it off. I love to kiss. Many ladies don't. For me, it is a part of the whole "package". I do not push kissing on anyone who does not want to, I am just saying that many ladies do not and if the gent likes that, it may make him feel like he was a little bit "cheated" out of part of the time spent. Pillow talk-part of the package... as long as it is not the better part of the hour, lol
It boils down to the individual writing the review and what his tastes are vs what he ended up with, what kind of day he had, if he felt rushed or cheated, all sorts of different things as I said. Then out of every 10 men, I would say 4 might write a review. That is only MY guess.
SO there is my opinion and I realize I just wrote a book, lol. Sorry.

Your question is an over generalization. I would challenge your assumption that local agency providers receive the overall highest ratings consistently, often 9s and 10s. I believe it would be more accurate to say 8s & 9s (and those high rating are appropriate).
In truth, there is no need to compare agency vs indy as there are many beautiful and talented providers in both categories. You do need to apply the time and effort required to research what's best for you. I believe you will find many experienced hobbiests utilize the services of both.
I have to disagree with the agency girls being more attractive. I would say that the younger someone is, the more direction they would need. An agency with a boss who controls these women would probably appeal to a younger, less experienced escort. However, I don't like being controlled and told what to do, so I don't last at agencies very long especially the ones that want to take all your money.
The point of my question is not comparing agency vs independent PROVIDERS. My point is comparing the REVIEWS of agency vs. indy as they exist on TER.
Let me clarify. While admittedly, I did not do an actual statistical analysis, my question is based on an observation I made after reading and rereading reviews for an estimated 600 hours over a 15 month period. (OK, so I have a touch of OCD. What can I say?)
The agency reviews I followed are only those listed in PHX411. Many of the independents were listed there, but many were not. The independents had to have at least 2 "pages" of reviews. (BTW, there are actually quite a few "CL" providers that have several pages on TER.)All were escorts.
What I noticed was that these agencies have providers that basically average 9 in looks and 9 in performance with an awfull lot of 10-10s(I say this unscientifically!). While there are several indys that have those ratings, too. There are many indy's who have been plugging away (pardon that expression, I couldn't help mysef) at 6s and 7s with an occasional 8 popping up. There are a couple of indy's consistantly averaging 5.
There are just NO agency providers at that level.
My observation was that the RANGE in agency reviews is much narrower than the range of indy reviews, and that the AVERAGE for agencies is higher. (A side observation is that many reviews on indies are incomplete and therefore inaccurate as to the services offered. The first reviewer submitts those and they do not always change on subsequent reviews.)
I draw no conclusions from my observation. It just seemed curious. I only ask for any any all opinions about that observation.

While I am not familiar with your data sample or how you arrived at your conclusions, my guess would be that an agency would not keep a lesser performer around for very long and therefore the data for agency ladies is skewed towards the higher side.
As another poster mentioned, a number of us guys shop both agency and indy and I have to tell you from personal experience, there are some excellent performers in both places.

Ratings are summaries of the experience as perceived by individuals I've never met, without necessarily the same preferences as me. The numbers alone don't tell me all I want to know, though they give me a general indication of what to expect. The details of the review are much more important to me. So, for me, the question of agency or independent is not a question that even crosses my mind. I like being known by the agencies and I like the fact they will work with me to make things right. But I still research reviews to avoid a mismatch. Who wants to have a bad experience, even if the agency makes it right? I enjoy the company of both sides of the fence as there are wonderful, amazing ladies on both sides. Accurate reviews and a good understanding of what is important to you is where you should begin. As an example, I will never visit a 10 who does not kiss. That's my querky view.

My suspicion is that if you asked most hobbyists if they would rather see a 10/10 whom did not kiss or an 8/8 whom kissed, a majority would prefer the latter.

A lot of indies are not organized or need to get an assistant.
I am always answering my e-mails and I try to get the phone, I never have done a no-show and I have only had to cancel 3 times in 2 years and only because of emergency situations or a contagious illness (cold or flu) I would not want to pass on to anyone.
It is like bad renters giving renters a bad name, there really are some good ones too, lol
I (and others I know as well) take what I do very seriously and work hard to make everyone happy and keep a reputable status. This is not an easy task, but it is very important. Unfortunately it is not so important to some ladies and yeah, you said it... Makes the reviews not so hot and hinders business so the rent is harder to pay.
