Smallest incorporated town in America:  Monowi, Nebraska.

Currently the mayor is the only resident.  She pays taxes to herself and granted herself a liquor license, naturally.

Hobbyists should converge on this town and set up positions on city council in Monowi, and also can presumably control LE there (and exclude the FBI and other agencies from the jurisdiction) by establishing a police chief, after approval of the mayor and council.
