how does an ad that isn't linked to a TER profile, containing a link to a Backpage ad without a TER badge, get approved (and who's approving it?)

i dont believe the individual ads on backpage are required to have a badge.

eros, phoenix11 are/were the same kinds of ad sites and the invdividual ads were never required to have a badge since the site linked back to ter.
