The only prohibition is using more than one
handle/alias in a single thread.

Of course a nefarious user may have multiple
accounts so they look like different users.
But TER can track IP users as you've said to see
if those user names are coming from the same
computer.

I can't tell you what to do, but I will tell you I like the Phil Feebutz handle.  It kind of reminds me of a lighter time a couple of years back when I saw a lot of references to Looney Tunes names.  Now I'm not coming out of the closet, but I know who those guys were!
