You cannot screen out LE who have determined to get you. They will find way to pass your screening.

Reminds me of a few years back where raids were common... or at least for a couple of months... that was when we lost "steam" and the original callowhill relaxation center..... yeesh...
I would say it's hard to fake reference from another known provider, but pretty easy to fake personal ID.
Each raid is different. It's hard to tell how LE pick their targets. Sometime it is triggered by incidents like drug, robbery, minor or hotel/neighbor complaints. Sometime it's just a random target to fill quota. The odd is still extremely low because there are lots more providers than LE to get them.
The CC incident may be triggered by a robbery incident as a provider was reported to be robbed by a potential client and accomplice.

but there is a serious manpower problem with the Philly PD. They can't even supply enough officers to keep the streets and subways safe when hoodlum school kids get out from school in the ealry afternoon. Lots of muggings, etc.
