I figured philly would be crawling providers and agencies but hadn't found much. Can someone shed some light on this?

Philly has a lot of "mom & pop" agencies. Meaning very unprofessional and will hire any girl that wants to work (that's really bad business). The entire industry is a lot different here compared to NYC, Wash DC, or Miami. You have to do your research and us your common since. But basically Philly just does not have many "real agencies".
