The system is truly a mess.  First, TER people do not enforce their own rules.  Secondly when the rules are enforced, they are enforced unevenly. How many times have you seen the mind-numbing excuse for not approving a review "Not specific enough, needs more detail.."?
Yet other reviews with absolutely no useful info get by routinely.  Thirdly, TER mgmt tells us that the reviewers are not employees.  So what do these non-employees have to lose by their inconsistency?  Lastly I know that some providers have been found to be in bad favor with TER and can never get a good review, even if they were Linda Lovelace or Marilyn Chambers.  Until TER decides to get some reviewers who will conform to their own policies, the system is going to continue to stink.  "Ziggs" is right on the money.

volunteers.

so for me? a 10 is meaningless.  I prefer something that says she performed 8 out of the 10 checklist things that TER rates, and on those 8 - she ranked a 9 in performance...  I sure that there are others who think similarly (covered vs uncovered BJ) etc.

My sentiments exactly.  I want to see performance ratings of the activities that are important to me.  A 10 or a 9, given for the number of services performed from a laundry list, means less than an 8 given for the spirited performance of a fraction thereof.  But then, I guess that's what the text of the review is for?
