I have a friend from the Internet who's in Philly who's preparing to become a provider. She's in the process of making her website now.
I'm in Atlanta, so I have no idea about Philly. What areas are the best to work in and what areas should she avoid? Also, are there any smaller local boards she should advertise on that are popular in your fine city? I know it varies region to region.
Tell her to stay away from the King of Prussia area. There are busts there every week. As odd as it may sound, the best place to set up in Philly right now seems to be the airport area. Another option would be to take a 10 minute trip over the bridges and set up in South Jersey. PM me for local board info.

Did you get Help? The Wells Fargo Center is in South Philly. A Few miles from the airport and a few miles from Center City. So you could stay in either area and be good, but you would need a cab either way,
