I would say it's hard to fake reference from another known provider, but pretty easy to fake personal ID.
Each raid is different. It's hard to tell how LE pick their targets. Sometime it is triggered by incidents like drug, robbery, minor or hotel/neighbor complaints. Sometime it's just a random target to fill quota. The odd is still extremely low because there are lots more providers than LE to get them.
The CC incident may be triggered by a robbery incident as a provider was reported to be robbed by a potential client and accomplice.

You cannot screen out LE who have determined to get you. They will find way to pass your screening.
Just follow basic rule of engagement. Never discuss or show exchange of money for sex. If there is any suspicion, leave or ask he or she to leave immediately.

Nutter is a clown. Just a younger, bald version of Street. This PR stunt is bush league (no pun intended). I know it's a cliche but Philly is one of the murder & drug capitals of the world. Why waste resources on this kind of crap???
but there is a serious manpower problem with the Philly PD. They can't even supply enough officers to keep the streets and subways safe when hoodlum school kids get out from school in the ealry afternoon. Lots of muggings, etc.
Not to belabor this point, but as someone who lives & works in CC, I get raped every other week with the city wage tax. Where the hell is all my tax money going??? For PR stunts like this?
