Why is RichardT still allowed to log in and post?

After all of his shenanigans, he was still allowed to post.
TER gave him an incredible chance to move on.  So today I see
another post by him AND his alter ego TER handle spewing some
made up apology from his alter ego - even though it was really
him (as evidenced by another post where he admits this).

This is like he is spitting in the face of the community.
How many chances does this guy get?

Why is he still around?  I have nothing against this guy - just
his actions and abuse of the TER boards.

I can only hope that TER is carefully considering HOW to ban
him for life or perhaps has already done so.
