Most important, is this for you to live or invest? Important because I need to know where your want to live:
There are wonderful suburbs which are literally a 15 minute comfortable train ride to center city
If Center city, there are specialists in different areas and in apartments vs town homes etc.  
If outer areas it depends again since there are areas south of philly, west of philly and those in NJ.  
Also, if moving and have children, school systems vary.
